When you have two DGNLIB files - one at the Organization>Dgnlib>Gui location and the other one at the WorkSet_Name>Standards>Dgnlib>Gui location.

You cannot add the same Workflow names this just creates 2 workflows with the same name. also, when you create anything on the right-hand side it is then displayed in the left-hand side, so then if you remove from the item from the right-hand side, it is always in the left-hand side and not removeable so if you misspell something the misspelling if always there

So, then I tried exporting the ribbon as an XML. XML export options found at Customize Ribbon->Custom Tools and Tasks->File->Export->XML

There need to be a better to edit the XML maybe have excel XLS or XSD template to format the export into a grid form so you can edit easily, to reimport back into the file
