This feature is highly requested for this Bentley Product! I think the desire is for all elements to have the Level in the element properties. With this users can either use the floor manager to change the Floor elevation and all elements will stay associated to that Level, and/or, select an object and change the Level in its properties to move and associate it to a different Floor. Some elements would need a top and bottom constrain, like a column. For these elements I would suggest an Upper Bound and Lower Bound Level in the properties of those elements.
