When DG schema is changed some tools (incl. Edit Properties, IFC Export) do no work proper until user manually run DG Upgrade tool.
Same time user has no indication he needs to upgrade.

It may happen when user opens old dgn with newer OBD version or customized dataset.

I think it would useful if OBD runs the tool automatically or at least alert user that he needs to run.
