Control structural drawing rule annotation angle

The following workflow results in upside-down text:

- We have a 3D source model whose geometry displays non-orthogonal based on true real-world coordinates, which we attach to a container model as a reference.
- We then rotate that reference attachment so the source geometry appears orthogonal.
- A 2D Plan drawing created from the container model.
- That 2D drawing is referenced into a 2D "default" model to support DWG export, and that attachment is rotated to fit onto a sheet, e.g., from portrait to landscape. At this point certain annotation displays upside-down which of course is reflected on the sheet where a border is attached.

We would like a way to rotate specific annotation thru a rule-based setting so that it reads correctly.
