Make it simpler to connect to external databases, e.g. Building Smart data dictionary, SAP, user database, etc.

The existing UDL technology has largely been underused and underdeveloped. Replacing it with something more robust and suitable for modern databases will allow OBD to extend the DG attribution system with key data held outside of the application. e.g asset information carbon data operational data etc.
