Penetrations are quite complicated and not easily defined by a few rules. The current selection of rules I think will be quickly overwhelmed.
As such, I can see most people decoupling the Penetration objects from the PM as soon as possible, then exporting out to Excel and using formulas to implement the manufacturer's rules, recommended details.
So it is essentail that OBD's Edit-in-Excel mode will also be available for Penetrations. Presumably, the parameters will be stored as Items or DGS so E-in-E should work, but there needs to be a way to update the associated geometry in the model and any records that the PM is managing.... and selectively re-coupling.
