Similar as in the Grid manager we need the option for the floor manager to "Rotate by points" so that a building can be positioned and rotated properly.

Difficult to estimate. Not soo much probably, but currently it's impossible to accurately rotate.
As long as there is only a single building in a project (or multiple buildings all with the same rotation) then it will be sufficient to have idea 133 implemented. For other projects (I'm currently working on a project containing multiple buildings in adjacent non-parallel streets) we cannot rotate the entire project so we have to do it for each separate building.
